Human resources professionals manage the day-to-day functions of a company or organization. They are responsible for staffing and taking care of professional services for all of the employees. They manage functions such as selecting a health care plan and choosing and administering policies for an entire office. They administer other benefits as well, from transit passes to 401k accounts. They also help employees improve their professional skills through job training and seminars. Finally, human resources is the department that deals with labor issues and personal conflict. When there is a fight or inappropriate behavior, human resource workers question, mediate, and report until the situation is resolved. The PHR (Professional in Human Resources) certification is a designation of a person's education and experience. It means that a candidate has achieved a standard of excellence in his or her knowledge of human resources processes.

The PHR is a 225-question exam that is taken over four hours. All of the questions appear in multiple-choice format. It can be taken by human resources professionals who have some experience (between one to four years), depending on the type of degree they have. Those with master's degrees in human resources must have less real-world experience than those with lower degrees.

The content of the test has been determined by professionals in the industry and by educators at human resources degree programs. There are six areas of content knowledge. There are questions about strategic management. A bigger section covers the workforce from hiring to management. There are questions about development. A section covers rewards and benefits. There are questions about labor relations because one large function of the human resources professional is smoothing over problems in the workplace. Finally, there are questions about risk management. The questions deal with processes, rules, and best practices. There is no curve on the test, meaning that passing depends solely on answering enough questions correctly.
